This little mermaid doesn't have a seashell bikini top.
A mermaid from Cutey honey Episode 12 who is dead before the series started. She was caught by Mariners in the 19th century and they wanted to sell her to a circus. She wanted freedom and made a red jewel from her tear for exchange for her freedom. The men beat her up to make her cry more jewels but she died from the beating. Her sister Marara went to Panther Zora and became an android called Sea Panther so she could kill people in vengence. Later Honey Kisaragi disguises herself as a mermaid and looks identicle to her and is mistaken for her by Marara.
